Job Description

Job Purpose

The Medical Superintendent serves as the chief medical and clinical officer of the hospital. This role is responsible for the overall administrative control, clinical governance, quality assurance, regulatory compliance, and smooth operation of all clinical and ancillary departments, with special emphasis on obstetric, gynecological, neonatal and fertility care standards. The Medical Superintendent bridges clinical practice, administrative operations, and executive leadership to ensure high-quality maternal and neonatal care and operational efficiency.

Key Responsibilities & Accountabilities

1. Clinical Governance & Quality Assurance

  1. Oversee clinical practice across Obstetrics & Gynecology, IVF/Fertility, NICU and Pediatrics to ensure compliance with medical ethics, national/international standards (NABH/JCI), and hospital protocols.
  2. Monitor maternal and neonatal clinical outcomes (maternal mortality ratio, NICU mortality/morbidity, LSCS rates), infection control measures, and patient safety protocols.
  3. Lead clinical audit committees, maternal/perinatal mortality and morbidity review meetings, and medical error investigations.
  4. Maintain active oversight of Labour Rooms, Operation Theatres (OT), NICU/PICU, Emergency/Casualty, and OPD/IPD departments.

2. Medical Administration & Duty Management

  1. Manage consultant schedules, duty rosters, 24x7 emergency call coverages, and leave arrangements for obstetricians, gynecologists, neonatologists, anesthetists and fertility specialists.
  2. Address and resolve patient complaints, medical grievances, and medico-legal cases (MLC), including sensitive childbirth-related cases.
  3. Coordinate between obstetrics, gynecology, NICU, IVF lab, nursing, pharmacy, diagnostics, and administrative teams.

3. Statutory & Regulatory Compliance

  1. Ensure 100% compliance with local healthcare regulations, the Clinical Establishment Act, PCPNDT Act, the ART (Regulation) Act 2021 / ICMR ART guidelines, biomedical waste disposal rules, and licensure requirements.
  2. Act as the primary point of contact for government authorities, medical councils, and regulatory inspection bodies, including ART/Surrogacy registration authorities.

4. Talent Management & Credentialing

  1. Assist HR in doctor recruitment, credentialing, and clinical privileging of obstetricians, gynecologists, neonatologists, embryologists, and fertility consultants.
  2. Conduct performance evaluations for medical officers, residents, and department heads.
  3. Facilitate Continuing Medical Education (CME) and clinical training programs, including Neonatal Resuscitation (NRP) and obstetric emergency drills.

5. Operational Efficiency & Asset Utilization

  1. Ensure optimal utilization of hospital infrastructure, including bed turnover rates, Labour Room/OT scheduling, and IVF cycle scheduling.
  2. Monitor downtime and functional status of critical medical equipment — fetal monitors, NICU ventilators/incubators, IVF lab equipment (incubators, cryo-storage) — in coordination with bio-engineering/maintenance.

Qualifications & Experience

  1. MBBS with MD/MS, or a Diploma/PGDHA in Hospital Administration; a background in Obstetrics & Gynecology, Pediatrics or Neonatology is advantageous.
  2. 10-15 years of clinical and administrative experience, including at least 5 years in a Medical Superintendent or clinical leadership role in a maternity or multi-specialty hospital.
  3. Strong working knowledge of NABH standards and maternal-child health regulatory frameworks.
